Some Taken

"No Offense"
Someone tells me "I mean no offense" and I can almost guarantee I will find what follows to be offensive. Does "no offense" mean we want to say or do what we want without correction or reprisal? Does "no offense" function as a get out of jail free card?
Now I've done it. I've offended you!
